#5 Timeout when trying to contact VISSERVER

The client library can't contact the VIS server and thus repeatedly
contacts the VIS daemon again. On the server machine the VIS servers
are started and running.

    That's not a problem with the protocol but a timing problem: On slow server
    machines the VIS server is started and the port returned to the client
    library. But the client library tries to contact the VIS server before it
    has finished initialisation.
    We need a loop to repeat contacting the
    VIS server before the client library re-addresses the VIS daemon.

    SERVERCONNECTS (Default=100)
    for number of
    connection attempst from client library to server and
    DAEMONCONNECTS
    (Default=5)
    for number of connection attempts from client library to
    daemon.
