#7 Clarify default value for MC_(clo_workaround_gcc296_bugs)

In memcheck/mc_main.c Valgrind for Windows defines MC_(clo_workaround_gcc296_bugs) to default to True, unlike all other platforms which default it to False. Investigate what is the reason for this, document if there is a valid reason or default it to False if there is none.
