Good question.
I propose Friday July 6, that is, exactly four weeks from today.
That gives a two weeks for pushing in critical bug fixes, and two
weeks for stabilising and releng stuff. If it turns out later
that more time is needed, we can slip a week to Fri 13 (hmm :-),
but I would prefer not to do that.
From my own point of view, the only stuff I want to complete for
3.8.0 is AVX support, and that's well in hand already.
