Power PC Add test suite support for ISA 3.0, part 2
The test suite support for the Power PC ISA 3.0 instructions added in
VEX commit 3217 is added in this commit.
Note, this is part 2 of 5. The NEWS file will be updated when the ISA 3.0
support is complete.
