mips32/mips64: Avoid breakpoints in branch delay slots
Reusing parts of Chris Dearman's change in GDB to avoid placing breakpoints
in a branch delay slot.
Fixes gdbserver_tests/mcbreak for MIPS32 and MIPS64.
