[Valgrind-developers] Patches for MIPS MSA

I plan to merge a large set of changes from #382563 [1] that add support for
MSA for MIPS. That's MIPS SIMD, it introduces some new Iops in VEX, if
anyone wants to take a look, that is part that touches common code.
