I had this problem when trying to install.
Usually, when I have this problem on my webserver, it's because of a .htaccess file, my administrator doesn't allow me to use them. There is one in the htdocs folder so you might want to remove it from your webserver (but keep in case it's not the cause of this issue).
I had other issues afterwards and I don't know if it's related to this file I removed.
