The exclusion list is impossible because we often have no context to make the
decision in the intercepts.
If you are storing files in acp currently you allready have a problem there....,
what if the file is moved to a computer with a different acp ?
Personally i would advice what bds and notepad does, allow the user to pick
an encoding when saving and loading. (with smart autodetecting, using things
like a BOM)
