Afaik it's just a way to use the upper 128 ASCII values to support additional
characters specified by your system.
It's the only solution (except extincts Tnt) to write also at design-time those
characters: do you have any other idea about it?
I don't know what happen in a Windows Russian or Chinese, in any case I suggest
you the next time that you update the example to choose the DEFAULT_CHARSET
to make it "more" internationalized and standard.
