When working with runtime packages utf8vcl does not correctly intercept everything.

"build with runtime packages doesn't work"

Steps to reproduce: download utf8vcl-example and check the option "Project
-> Options -> Packages -> Build with runtime package".

Some help is needed to correctly intercept the stuff in the package.
