#1 arpdaemon.pl changes DHCP states

arpdaemon needed to be restarted earlier when there was
no state table.
It would do it's SNMP walk thing first and add entries
with an SNMPWALK state.

Currently it should check first to see if an entry has
already been updated to DHCP status by dhcpdaemon.pl
before it sets the entry to SNMPWALK.
