Yup, that's a bug. Other people have complained about it, too.

One thing I left out in the walkthrough is that you would want to
configure the host tapX interface with "ifconfig tapX arp".
Since the tap0 segement was configured with NOARP if uml_net handles the
interface, the host will not be able to connect to the UML in bridging
