Herrcules and vmnet does this; vmnet reads from /etc/vmnet.conf to
find what IPs a user's allowed to use.
vmnet has the nice additional feature that the config file names
a program to run when the interface goes up/down. I've used it to
set proxyarp so that machines on my networks 192.168.x.x can find
host 192.168.1.193 hosted on 192.168.1.6 (or wherever it is).
