This patch starts the SMP audit. I've gone through the code and every piece
of global data that I couldn't tell in .5 sec didn't need locking got a
note next to it saying it needs looking at.
I've started going through those and adding locking where necessary, and
comments where it's not.
I haven't knocked off any problems that people are seeing when they start
banging on an SMP UML, but they will be killed as I make my way through
With some light testing, nothing seems worse under either SMP or UP.
I also put the forward_IPI call under CONFIG_SMP so that it no longer tries
to forward random file descriptors around.
I turned off CONFIG_UML_NET_PCAP in defconfig since it will break the build
for anyone who doesn't have libpcap installed.
