I added in part of James McMechan's partition patch. This should be a no-op,
but I'm doing it before the rest just in case it's not.

To improve the behavior of UML running in a chroot jail, where there's no
/proc and no /dev, the two pieces of code that read files there - the output
SIGIO detector and the cmov and xmm detectors - first check the existence
of the files, and just skip the checks if they aren't possible.
I backed out the jail fix in -15. I got a bit closer to the original problem
and noticed another bug, which is now fixed. This may fix UML's jail problems.
Fixed the panic caused by physical memory not being a multiple of 8M.
Also removed the BUG from mk_phys_pte.
