project governance

The Citizen Privacy Service is early in its evolution and at this time participation has few restrictions. The restrictions are to prevent a conflict of interest in my office as a Federal Employee. Anonymous downloads are available. Feel free to use the source code and create derivative works under the terms of the license. To avoid the appearance of impropriety and maintain the highest ethical standards, committers will have to be either Federal employees or folks working under a contract to the Federal government.
