#124 urjtag-0.10.exe won't install on Vista or Windows 8 or Windows 10

See the error in the screenshot below.
The install tool is unable to write to the program files directory (presumably in part because Microsoft has protected it in later versions of windows).

This is using urjtag-0.10.exe and nothing special.
