#16 Some more features required for To_Do phrases

Currently To_Do phrases can be marked by using a hotkey F4 from keyboard. It requires two more features:
1. A button is required on transport bar so as to enable mouse users to mark it easily during recording ( whenever they record something wrong ).
2. A dedicated keyboard shortcut is required to navigate to these ToDo blocks in contents view.

A recommendation for image for To_Do block mark button on transport bar: an image of a flag.

I disagree with the need for a specific button for TODO items; there is already a button to mark specific phrases with a custom class, so TODO can be chosen for this. There can however be a new shortcut for this.
