#37 media permissions

one of our users has suggested that there be an option to assign "permissions" to media; i.e. that you can state that anyone can use your media without having to ask your permission, if you want. or that no-one can use it. this could be a choice of 3 radio buttons (no-one can use it; only can be used with artist's permission; permission to use without asking) along with a creative commons statement that appears on the edit screen for a media item.
