#1 GCC 3 and UPMS

UPMS does not compile under GCC 3.2 in Slackware 9.0,
some ppl prefe to use UPMS instead of "Slackware
PKGTOOL", but I recieve a bug report:

pkgutil.h:76: `cerr' undeclared (first use this function)

this is recieved by trying compile UPMS 4.1.1 under GCC
3.2 Slackware 9.0

Also 4.1.1 version have tar.gz version of libtar and
untared one, clear the untared version

I am using Slackware 10.0 and gcc version 3.3.4. Doesnt
compile the C== bit.
