This problem persists. It's a major issue because it's in reference to the download link on the main page: http://unxutils.sourceforge.net/ ... That is, if you go to the main page, there's a link there that says Download by http: UnxUtils.zip. If you click on this link, you get a 403 error. The download does not work! So the only way to get the file is to go through to the project page, then the files section... it take some digging.
