As far as I am aware:
1) No. You could however do, say, /mode +bb ~q:David!*@* ~n:David!*@*
This would stop the nick David speaking (unless voiced/hopped/opped) or
changing nick.
2) The ! is used to seperate nick and ident. eg: David!da...@zi...
David = nick, david = ident, zirc.org = host
The mask is in the form nick!ident@host
