did you compile your IRCD for encrypted Passwords?
if so, then you have to put the encrypted form of you password in the =
ircd.conf
there is a utility file in the root directory of Unreal3.0 that will do =
this for you.

Also make sure your host in the Oline is set correctly. 9 out of 10 
ppl i know that had problems, were from setting the host wrong.

are you running some kinda of script that is using /oper as an alias, try using /raw
