i NEED HELP!!

I downloaded unrealircd3.1.4-medows

Went thru the ./Config
then make clean
An went thr ./Setup
Got to this part
./ircd now
ERROR: do not run ircd setuid root. Make it setuid a normal user.
What does that mean> i done it in  root, then in a normal user mode
still an error =\ i need HELP!!

Yes i got this code when trying to start Unreal.

helo, can't u help me? whereis my fault if the error message like that,
when i run ./ircd
