No, what he means is the requirement of a FQDN name for his irc server.

and the answer to that is: the name in the me{} block does have to fit=20
the basic requirements of a hostname, in that it must have a period in=20
the name (hostname.domain or equivalent)
so you'd have to have 'irc.LAN', but you can't have it be just 'irc'
however the me::name does not have to be a real FQDN, it's merely an=20
internal identifier.
