[Unreal-support] Logic question about sourcecode

Was reading through the source code and came across the umodes.c file..
the list of usermodes. but I cannot seem to find anywhere where it is
defined what modes are restricted to opers only.. for example a non-oper
could not set modes W or F . surely there should be somewhere in the
source code that addresses this?
