When will the 3.1 be ported to windows?

There is one thing I dont like with the UnrealIRCd/32 v3.0-Morrigan(fix)
And that is that I think the IRCOP have to much power! I dont like that the
IRCOPer can give himself mode #chan +o any time
Is there a way to turn this off?
Every global OP can do this. Not only the admin i think?!

Please help me!
