None of the three bugs you reported are bugs, .RELEASE.NOTES states you must
load help.conf for /helpop to work. +B should be all users, since a bot
should NEVER be an oper there is absolutely no reason to limit it to opers,
and /gline and /gzline work perfectly, you just didn't add the oflags that
doc/example.conf say you need to use these commands.

if youre an ircop. fix this serious bug please.
