the DNS doesn't have a clue where the person is requesting it from... it most cases, the DNS server is answering the request for the clients DNS server. (Becuase the client isn't configured to resolve of your DNS, they are configured to resolve of their ISP's DNS) The way this "RoundRobin" works is first request, gets the first record, second request gets the second record and so on.. when it reaches the bottom of the list, it just starts again.
