With +I set, normal users are not supposted to see a join message 
when a +I user joins the channel.  Or a part message.  Thats the 
whole purpose of setting the Invisable mode.  Admins will recieve a 
notice however, when such a person joins or parts a channel, but will 
not see them on the channel names list.  I forget which, NetAdmin, or 
TechAdmin,  can actually see an invisable user join the channel and 
see thier nick on the channel names list, but they dont recieve the 
notice.
