First of all, edit the 'template.network' file found in the network 
directory. In this file u set the ircop hosts that they get when they 
oper. Also make sure u set iNAH=1 to enable the hosts. Now just save 
it as something like 'yournetworkname.network'
Now, i dont know if this has anything to do with it, but it worked on 
our server.  Give everyone the +H flag in their Oline. Our hosts 
didnt work until we did that, so i assume it has something to do with 
it.
