+h, is a mode which can be set to a user in a channel.
Its called Half-Op!
Liek we +v (voice), and +o(op) u can +h(halfop).
Halfops can, from wot i remember, can change topic...unban... kick.. and
voice people...not sure tho..
but i know it does 3/4 of those :P
why dont you read the unrealircd.doc, in the 'doc' directory, for more
unreal modes!
