I'm pretty sure it's not possible to define your own oper levels without modifying unrealircd's sourcecode yourself, which we do not support. Same with adding usermodes.

It'd make much more sense to me to just use the existing netadmin oper level and /oper for opering up instead of adding a usermode.

Also, why are you still using 3.2.1? :-p
