#63 +u bug

Hello,

When a channel is in +u (auditorium) mode if fred
joins a room and latter bill is opped fred still
cannot see bill and has to leave and rejoin the room
to be able to see @bill. this is very anoying. It also
works in reverse. If Bill looses his ops. fred will
still be able to see bill unless bill or fred cycles
