#62 MODE BUG

If I enter in a generic channel (generic_chan) and
therefore I take the state OP (NICK1), I let another
consumer enter (NICK2). To this point NICK1 sect in
mode +o the consumer NICK2.
NICK1: /mode #generic_chan +o NICK2

Subsequently I perform the following mode:

NICK1: /raw mode #generic_chan +bbv-bbo *!
*@aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa
aa.aaa *!
*@bbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbb.b
bb NICK1 *!
*@aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa
aa.aaa *!
*@bbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbb.b

I can see that the state of the modes of the channel
has not been altered.
But if I try to do a mode:
NICK2: /mode #generic_chan -o NICK2
I receive a message of error of the server.

NICK2: you're not channel operator

I test this whit server whit:
MODES=6,MODES=13,MODES=12

but the result doesn't change
