#53 SVSMODE bug

While coding my own services server, I have found that
when the peer does

SVSMODE nick +oNAwgh

The IRCd accepts it (nick's 221 returns the mode)
and it appears ok in the whois:

nick :is a Network Administrator on netname

however if nick tries to /kill /rehash or anything
that he should be able to do with that mode.. he'd
get a 481 (Permission denied)
