We were chatting in #admin, and every time i did mode
#admin -Q, ChanServ would set it back.
So I created an alias with mIRC, mode #admin -Q | kick
#admin Chatbot, and used it.
Here's the result:
(In #admin):
*** frimAWAY sets mode: -Q
*** Chatbot was kicked by frimAWAY (frimAWAY)
*** ChanServ sets mode: +Q
Chatbot didn't return (no join message)
(In Status):
-irc.xxxx.org.uk- *** OperMode [IRCop: frimAWAY] -
[Channel: #Admin] - [Mode: -Q ]
-
-irc.xxx.org.uk- *** OperKick [frimAWAY @ #Admin ->
Chatbot (frimAWAY)]
-
-irc.xxxxxxxxxxx.com- *** You cannot kick people on
#Admin
-
#Admin Cannot kick protected user Chatbot.
I tried this with a normal IRCOp, he
also "disappeared": he could still chat in the
channel, see everything, only his name didn' appear in
the list.
Even after I cycled, they didn't show up..

Hmm. Just to take a crack at what's happening...
I think what might be happening is that the servers are
being desynched. Your server perhaps sees the other
clients as being kicked, and not in there. However,
perhaps the server they are on doesn't accept your
opermode. This would result in their server believing they
are still there, and as such being able to talk. However,
your server doesn't accept them as being there, so they
don't show up in /names
