    I have seen -1 operators online on IRCX server-- but never
    a negative user count------ could it have something to do
    with the fact that the IRCd accepts KILL messages from
    other servers without checking to see if the user is online
    or not?

    How the users became negative i don't know. But i do know
    you can make the oper count lower or higher by SVSMODE'ing
    a person multiple times. (+o or -o)
