I like this. But I think that civiliazations that have not
"mey" each other should not be able to trade.
However. A civilized auciton system would be great. Imagine
an interstellar internet in which civilazations that have
not physically met would become aware of each other when
they do the interstellar equivalent of the web surf.
If civ a, meets civ B and C, but civ B and C have not met,
then they would be able to communicate through civ a.
This leads to some more possobilities.
since civ B and C have not met, Civ A would act as a broker
for B and C. if civ A wanted to, it could take a percentage
of trade, imbezzile items for trade,reverse engineer
technology plant false information, or just spy on B and C,
and Until B and C meet, Civ A. Mulitply this for the auction
model, and you have politics of the age of sail.
