#69 Unproductive colonies

The first station built by a colony
does nothing until I build a second station, then the
population jumps up to
50 and stuff starts getting built. Now you have two
stations one building
the other empty. My guess is there is a bug here.
Either a station should
be functioning from start or the second colony
populates the station and
doesn't build a second.
