#64 Planet distribution options UI broken

The UI under the "Star Systems" tab of the game
options wizard which is supposed to allow control over
the probabilities of planetary mass distribution in
generated star systems. Unfortunately the UI is non-
functional. There appear to be a number of tiny
controls drawn in the center of the window, so it may
simply be a layout problem.

it is a layout problem; if you resize the window slightly
larger everything will pop into place. I'm not sure why
this occasionally happens.
