Is there an attribute "sys:policy-agreement-state"? If yes - what is the value? Also: * are there any other elements in the enquiry and are those shown all right? * I'm assuming you have not modified any advanced options like "Enquiry target groups" or "Target condition" and the user on which the problem is experienced is a member of the target group (here: UpMan project)?
