No at least in our case user accounts are created automatically.

Sadly I think receiving multiple invitations is only the "problem" in
few cases. We recognized that user got only one invitation and instead
of following the link, the user go to the unity server and create an
account.

In our case the enquire forms are almost empty, only agreements and
policies must be accepted, but I don't want to generalize this. There
might be other use cases, where additional information are requested
from users, too.
