Hard to say. I have a feeling that you had some problems with the upgrade.
Between 1.3.0 and 1.3.1 there were only few bugfixes, absolutely nothing more; the similar issue was with the tiket you've filled. Between 1.2.0 and 1.3.x there was a change in this field. Check the output translation profile chapter in the manual.

Yup, the translation profile helped.
