#2 When the Loading box first appears, it looks wrong

When the Loading box first appears when the user starts
the Scheduler, it does not say the name of the
scheduler, and its icon is a Java icon instead of the
school's icon.

This is because the Scheduler must download the UI
information from the deployment website before it
starts, in case it has been updated.

A solution to this problem would be to load the copy of
the UI information file in the cache, then update that
information if the file has been updated from the website.
