When word-wrap is disabled, the horizontal scroll is set
to a fixed distance which seems to be independent of
the actual width of the text, and the cursor can be
positioned past the end of the line.
If the file has very long lines, some of the text at the
end of the lines will be unreachable using the horizontal
scroll bar.
