Prototype added at revision 30.
Documentation CHM file prototypes for Russian and English help are created. Menu items on main form which shows English help contents and index are created, help provider object is created on mainform.

Help files are added to installer.

Still there are issues that should be solved:
1.Help File contents
2.Help file switching according to locale of project (should be done within localization feature)
3.Help files are not compiled at project build, so they should be compiled separately (should be fixed somehow within this feature)
