#3 bquiet sometimes lets people off...

The new bquiet code is unable to handle multiple bans effecting one person properly. When the first one of the bans is lifted, ircd will assume they're free to speak. This is clearly undesirable, however the solution is kinda non-trivial, so needs to be looked into/planned.
