When removing bans and exceptions in SILENCES, a ban is never considered to be a superset of an exception, this prevents
that an exception is removed when you remove a ban.
I'd like to see the same with exceptions. Why should removing an exception also remove bans which match the exception
mask. For istance:
/silence *!badident@*
/silence ~*!badident@specialhost

If you now remove the exception with:
/silence -~*!badident@specialhost

this will also remove the first silence ban mask.
I wonder whether this is the intended behaviour.
Fixing this could be done with: http://rafb.net/p/5ZZCKM17.html
