#2 Put rpmindex.py file elsewhere

Put the rpmindex.py file in my home directory, or
somewhere else

I have been toying with it falling back to doing emacs style
naming.

eg if the RPMS directory is /foo/bar/bam, the index file is
then created as
~/.umlbuilder/foo-bar-bam-rpmindex.py
